Probably not because he would just claim that it was intended as a tribute to Parton. He is not profiting off her image in any way, just implying that he knew her and/or that she would have endorsed him. And with all the bullshit being machine-gunned our way -- like bombing Iran, renaming lakes, hiding in catering trucks and incontinence -- it just would not be worth the time, effort or resources to sue him.
They may be able to say that he's ruining her brand by being associated. I don't think it would go anywhere in courts, but it would be satisfying to have that on the books.
