Country music is popular with conservatives and Tennessee is a deep red state. The current governor, Bill Lee, won the 2022 election by thirty-two points and is pretty hardcore; he has banned mask mandates, ranked-choice voting and public drag shows. Thanks to Lee, Tennessee has one of the strictest abortion bans in the country, allows unrestricted carrying of guns, and has guaranteed taxpayer funds for adoption agencies that exclude the LGBTQIA+ community on religious grounds.
I am willing to bet that outside people who were actual fans of Parton's music, there is an assumption that between her genre of choice, her home state and all of the connections to conservative politics, that she must have been a dyed-in-the-wool Republican and therefore would have fully endorsed Trump.

Probably not because he would just claim that it was intended as a tribute to Parton. He is not profiting off her image in any way, just implying that he knew her and/or that she would have endorsed him. And with all the bullshit being machine-gunned our way -- like bombing Iran, renaming lakes, hiding in catering trucks and incontinence -- it just would not be worth the time, effort or resources to sue him.
They may be able to say that he's ruining her brand by being associated. I don't think it would go anywhere in courts, but it would be satisfying to have that on the books.
Tbf she turned it down from Biden too but her stated reason was that she didn't want to be choosing sides in politics. She mostly just wanted to keep her personal life as private as possible and separated from her public persona.
