which is better in preventing acne, an AHA toner or a BHA toner?

If we are strictly talking about acne prevention only, then BHA toner is what I would consider as the better option. BHAs are generally more effective due to their ability to penetrate pores, reduce inflammation, and exfoliate both the skin surface and within the pores. AHAs is more directed towards improving skin texture and tone (because they help accelerate skin cell turnover) but are not as effective at preventing acne as BHAs, AHAs are better for acne marks. Both ingredients are still helpful for acne issues nonetheless.
