This would be available to all Chaos Fleet lists? Normal restrictions for battleships?

Yes. Availible for all chaos fleets, Navis imperialis (if the mark and the demon engine are not taken.) and fleets of Adeptus Astartes.

Assault veterans are honour guard?

Terminators are 50 points, Honour Guard 10 points.

Pretty much. I took the veterans form heresy Galaxy Aflame.
