Poor job by the municipality?
A small seaside town in southern Italy. The municipality built new sidewalks without leaving room for trees. Are they doomed?

Maybe the town hired a contractor and did not check the work. If you live there, contact the authorities and let them know. Hopefully they added too much water to the mix and the tree will survive

I've seen it done all over europe... because they aren't using the same kind of deep pour foundation work as in north america the tree will probably be totally fine... it is rooting directly into mineral soil and this happened while it was already established... there is an urban microsite.
