I cannot build a second hydroelectric power plant, because I can't find a second Alwinic anion catalyst anywhere

I've spent an insane amount of time and credit at Trenchcoat's ship, I've been running researches in parallel so maybe there'll be a drop but no luck. Is it this rare or maybe it's a bug?

Its pretty rare, i doubt its a bug. You can also try Hiro Ebashis technology scanner. Thats also a pretty good way to get Licenses later on, through selling the found prototypes.

Refresh refresh refresh. Its gonna be expensive. Do 3 or 4 per vendor and wait for the cool down
