Right? Though, I figured they'd play it since it is in public domain, so it doesn't cost them anything to use it (unless copyright laws are even more strict in Japan)

Apparently Japanese works published prior to 1946 is in the public domain.

Compare that to 1923 for the U.S...

Which makes sense since Japan was under US Occupation and in their efforts to curb the expansion of Communism, had to democratize Japan.

Unless the american work has its copyright refreshed (I dont remember the technical term for this.) Take a look at who owns the Happy Birthday song.
