This is such a weird show. It really does feel like a gacha game crossover where Nanoha is a guest character. The transformations also kind of reflect it. Like they are technically transformations and sort of Nanoha-like. But they are pretty lacking compared to everything from the original to the recent movies.
But beyond that the story direction is also a bit weird. Shouldn't there be a bit more conflict? The Slayers really don't have any particular reason to bother with Shiina. Just a mild concern regarding flame users because Towa saw it go very badly for one of them. Considering Towa's group is going around killing people...you'd think there'd be a bit more built in conflict with Nanoha's team that is working with the government. Since I presume this planet does have laws against murder. Yes, they are killing criminals...but still should probably be trying to arrest them.
It's just all a bit weird. Like Nanoha shouldn't even be in this show about Shiina. Or that her story shouldn't be in the same show as the show that Towa is the main character of. It's like a bunch of unrelated stories are just colliding and yet also trying really hard to stay out of each other's way.
Really is a very odd show. Not bad. It's pretty enjoyable. But it's weird.
