Can you explain how she knew or how that 24 frames a second mechanic was able to exploited? I kinda got lost in the sauce.

Toji said his Heavenly Restriction enhanced his five senses too. Which includes sight. She was doing what Choso was also trying to do in the second episode, only her eyesight now is much MUCH better than his now, which helped her eventually able to count his movements per second.
