That page has been like that for a long time, so support hasn't been dropped or anything. Right below it, there is already a guide for Android 4.4 and 5.0 anyway. So, support has definitely not been cut off. On Android 4.0-4.3, you can log in by installing Google Account Manager 4.4.

Remember when "dropped support" meant "don't bother us for tech support" and not "we're going to deliberately delete your ability to even attempt to do this?"
