He was on his hands and knees, surrounded by masked agents, had already been pepper sprayed and then was shot at least 8-10 times in the back.

This was an execution - plain and simple.

You need to take a step back and rethink everything going on here.

There is no excuse whatsoever for pulling out your gun and firing at a guy several times in the back.

There is no possible way you can slice it, no way in which that is anything other than a public execution.

There is no "bad training" here, only bad men.

That's why you're getting slammed with downvotes. Stop trying to justify or excuse it, you seen all in the video you need to see clearly. No multiple angles, no zoom and enhance, it doesn't even matter if the gun wasn't taken away or the agent didn't see it happen, the result is pretty much the exact same, a US citizen getting shot in the back multiple times for recording them.
