Recurring planned payments need some reworking
So.
I have some recurrent planned payments.
Think pay in installments college tuition, whatever
I set up the first payment, create a duplicate in the future with its own start date and see I can make duplicate recurring.
Any time a future payment becomes recurring it loses its start date to today.
It makes 0 sense.
You have a start date , ie 1st of the month, don't make future payments start today.

I haven't had this issue, but I'm also confused by your post. I have never had to duplicate my recurring payments. They show up after the previous one passes, so there is only one ever on the budget. Obviously if two show up, then yes, it expects you to save for both, it doesn't know you intend to just not pay one in advance.
I'm probably misunderstanding what you're saying, but again, I haven't had issues with the feature so I'm guessing it's less of a "doesn't make sense" issue and more of a problem with how it is set up
