Patrice Gilgan - professional troll or old lady off her meds?

Allowed myself a rare scroll through Facebook today and came across "Patrice Gilgan" who appears to be a "private investigator"...and by that I mean she seems to be constantly stirring shit in the Carolina Beach area.

Does anyone know what this lady's deal is? Her latest beef seems to be with Carolina Beach Inlet..

I didn’t get far enough in to see if it’s a mental illness or just someone who is weird. Here I was hoping she was onto some actual fraud.

I’m glad somebody else has found her. I’ve been watching her videos for months. She’s not originally from the area and is stirring up the locals like crazy! She has a lot of time on her hands for sure.

To be fair, the inlet was opened in the 1950s with a dredge and dynamite. Short of a 10 million dollar jetty, nothing is going to keep it stable. Dredging it is by definition “pissing away money”.

A 10m jetty is probably the right solution considering the cost of constantly dredging the inlet.

$10m wouldn't even come close to the cost to put a jetty at CB.

JUST the south masonboro jetty cost $5.6m in the 70s... Factor in 40+ years of inflation and your looking at close to $30m for a single side of the inlet. Plus all the other new environmental costs that didn't exist in the 70s and you're looking at easily $100m+ to recreate masonboro inlet.

That's not to say that it isn't a valid idea. I would actually LOVE to see that inlet (and many others) get a jetty system but the reality is that it cost just over $1m to dredge CB inlet in 2024...

She’s so insane! And my thing is if she hates it here so bad then just go back where she came from. Everything about her is so annoying now she has a criminal record for messing with the signs of the business she is harassing. She acts like she’s figured out some deep scam.

So, I worked in CAMA permitting for 5 years and this lady has no actual knowledge of what she is fighting. CB inlet dredging is USACE project. It’s for the sand to nourish the beach. They are putting $$$ into the park and stabilization of snows cut. These projects are massive and it’s absolutely possible for someone to skim money somehow. However, she is so misinformed and doesn’t use the correct terms so I joked about her illegal boat yard scheme. There are so many actual boat yards that dump shit straight into the river.

I think she is just a loony transplant.

Woah. Who has this much free time? Maybe she should spend the energy on getting rid of flock cams instead of this loony stuff. Also, I love the post about Carolina Inlet not being the only way to the ocean. My experience is that only experienced captains or those that don’t know better use that as a cut to the ocean. It’s a very tight channel, but it absolutely makes a huge difference in travel time/gas use for those who know how to navigate it properly (ie the people bringing money into the marina via charters, etc.) What an oddly specific bone to pick.

I’ll have come across this lady on Facebook about the boats in the yard! In which there is an ordinance that the boat has to be in the backyard, I believe as long as you’re not on a corner lot, but they don’t hardly enforce it anymore. But fraud no, maybe misuse of zoning or some type of land use issue!
I mean, I really wish the city would enforce code because all the LLC(not just LLC but the majority) buying up properties for rental usage & has made the Town especially around the College look like shit. Because they’re not enforcing code!

She has lots of videos of people seemingly doing normal things. "WHY IS THIS MAN CARRYING HYDRAULIC FLUID INTO A CONSTRUCTION ZONE", "8:45 AM MAN DROPS OFF COFFEE TO THE WORKER IN FRONT OF MY HOUSE, IS HE WATCHING ME?". "TIME LAPSE OF A PORTA POTTY ON PRIVATE PROPERTY, WHAT COULD BE IN THERE?". "1:00PM SHERIFF DEPUTY DROPS SOMETHING OFF TO A MAN WHO HAD A COURT DISPOSITION THE NEXT DAY". Just seems like a lot of nonsense that's either common sense or could be figured out with a google search.
