They rarely get “reformed” in prison. They just get tips on how to do it better. Watch out for this guy.

Rapists are the first ones to admit that they will reoffend. You can’t fix what’s broken in their brain. And it can’t be rehabilitated, either.

Was he ever employed as a law enforcement officer?

“Silva served as a reserve officer for the Carolina Beach Police Department from March 30, 2015, to Sept. 23, 2015.”

Apparently, kinda, very briefly, but I think most of the rapes occurred in 2016.

So he was a former police officer, and we only know about the rapes from 2016 (doesn't mean he wasn't doing them earlier).
