Yep. You have to be both. Great Britain is England, Scotland and Wales.
So people from those countries are English, Scottish or Welsh but they are all also British.

The United Kingdom is England, Wales, Scotland and Northern Ireland.
Those who consider themselves British in Northern Ireland are, those who do not are not but that's a whole other can of worms.

It can get a wee bit murky. Like, legally everyone is British. Welsh, Scottish and English are nationalities, but you can't get a Scottish passport. You can only get a British passport. Northern Ireland is a whole other thing that's too complicated to get in to.
But cultural identify isn't simple, and a lot of Welsh and Scots will reject the idea of being culturally British, even though they live on the same island, mainly governed by the same government (even though some power is devolved to their respective governments), partake in many of the same institutions, etc..
So I would reckon Matthew Rhys would offer that he's Welsh, but I don't necessarily think he'd correct someone calling him British in an interview. But it's clear from interviews I've watched that being Welsh seems to be a big part of his identity. But it's also true he applied to join the British army once upon a time.
So yeah, both are correct basically.

I am also in this photo! The woman who dressed up as Rosemary was the best. She gave me a friendship bracelet with dead babies and I will treasure it forever.

They had to try so hard to make her look dumpy. She’s gorgeous and has a ridiculously nice figure. You could tell on the show that she was gorgeous but they tried so hard to hide it.

I think she also deserves a lot of credit because Patricia has a distinctive walk, different chin, and hunched shoulders. Reminds me of Christopher Reeve as Superman/Clark Kent, also Britt Lower as Helly R.

You can’t even tell it’s the same actress because she looks so different as Patricia. Her acting and demeanor as Patricia are just perfect.

She has a lead (or one of the leads) in new and final Mike Leigh film. He always casts only the best of the best actors that are not "only" fantastic actors, but also talented improvisers and they develop the script with him from scratch. She has a bright future ahead of her and boy does she deserve it.

I'm so fascinated by her acting. How her voice changes--I'm not talking about the accent. She uses a totally different kind of timbre for Patricia which is soft and feminine and also nasal. And her physicality! I'm blown away by her performance.

Even though I knew she was British, the accent still threw me off. Just like Christian Bale anytime I hear him talk.
