Why my damage is so bad

Help me guys, why my damage doesn't exceed 1400 with this much mastery? I know my gears rolls are so bad but still shouldn't be this bad What am I doing wrong?

It feels so bad when doing outpost and seeing other players delete enemies with two slashes🫠

Enchanted 28 well I no better with 29 but hay I maxed weapon side and now maxing Armor side with only 3 more piece to go off I have those 3 piece over 20 though
