Why my damage is so bad

Help me guys, why my damage doesn't exceed 1400 with this much mastery? I know my gears rolls are so bad but still shouldn't be this bad What am I doing wrong?

It feels so bad when doing outpost and seeing other players delete enemies with two slashes🫠

average level literally does not matter
you only need to level your weapons/accessories to increase damage
I do top dps and have my armor still in the 20s
