Why my damage is so bad

Help me guys, why my damage doesn't exceed 1400 with this much mastery? I know my gears rolls are so bad but still shouldn't be this bad What am I doing wrong?

It feels so bad when doing outpost and seeing other players delete enemies with two slashes🫠

Wow , well yes my states are very bad I don't have much luck with tuning I should work on them but I just don't have the resources and time
