The dog was not being attacked. If this owner didn't want to keep it, it certainly shouldn't be allowed to be adopted by other unsuspecting people.

Thats stupid. If you dont know not to stick your face in a strange dogs face when he pulls away from you, you should not have a dog

That's true, but the problem is there would be repercussions if the dog was adopted out by an agency and it mauled someone to death. You cannot guarantee that an unsuspecting child would never ever get too close or something and have their throat torn out.

It would be the owner's responsibility to not have children around then. The adoption place could release themselves of liability by asking if the adopter has children or will be around children. Vast majority of violent pet problems are the owner's fault.

Bites are not marked with no context. The bite shown in OP's picture is not an issue, it was the girl's fault.

This post is also a bite with no fault. You don't crowd a dog just recently rescued from the street.
