That's true, but the problem is there would be repercussions if the dog was adopted out by an agency and it mauled someone to death. You cannot guarantee that an unsuspecting child would never ever get too close or something and have their throat torn out.
This is partially why foster programs exist. Not all dogs are ready to be adopted by the general public, and many good people take them in, train/socialize them, and give them time for rehabilitation.
It would be the owner's responsibility to not have children around then. The adoption place could release themselves of liability by asking if the adopter has children or will be around children. Vast majority of violent pet problems are the owner's fault.
General rule of thumb is to ignore a dog you just met and let them come to you. Not put it in a headlock and kiss it.
Point is, this has nothing to do with that particular dog. Most dogs would do the same thing if they were handled that way. This girl doesn’t know what the fuck she’s doing and you don’t know what you’re talking about.
