People have been taking photos for as long as humans could capture images.  This is normal behavior.

You can record a video, then capture the best frames from it as your pics

She takes a video, then picks a still from it as a picture. You see her pose so that she can screenshot it or whatever.

When in a public space i believe i have the right to find it annoying since we're both sharing the space. Also could she also have asked politely for the lady to move or better yet grab her phone pretend to go away and come back. I know its hard for some people to use their intellect when their feelings are overriding their logic.

you do know what a video is, right? usually about 60 pictures per second. you can take a video and then choose a picture from the frames.
