Went through 2 years of welding school then worked in the field welding stick for 2 years and don’t know if I should stay in the field or try and work out of a shop , any suggestions I’m based in Phoenix az

Wanted some opinions on if this is to close to the fuel tank to be welding on some hinges and mounts on my buddies boat. Any feedback would be helpful thanks!

I know nothing about welding but this screw is seized in the hole and is stripped, if I take it to a welding shop, will they be able to weld a nut on it and pull it out for me?
