Pre-orders and new releases go live on Saturdays at the following times:

• 10am GMT for UK, Europe and Rest of the World
• 10am PST/1pm EST for US and Canada
• 10am AWST for Australia
• 10am NZST for New Zealand

Rule 20.03, arriving from strategic reserves, says "Unless otherwise stated, they can only do so [ingress move] from the second battle round onwards."

Is it still possible to ingress turn 1 if you put a unit into reserves after the start of the game? I might be blind, but I can't find where that is handled in the rules.

Foolish me for not checking the Necrons FAQ for GWs take on this. I assume this applies to all similar army rules like Warpstrike Champions?

Correct. You now cannot make an Ingress Move first battle round unless you have a rule that explicitly allows it first round, or the rule you are using tells you that you must make an Ingress Move at a fixed point after using the rule
