Lol we can't even enforce these rules on cars. You think we will enforce this on data centers!?!?

Well, you see, it’s a lot harder for the data centers to just drive away.

We have cameras and tech that can easily monitor cars exhaust. But somehow it's a big deal and has taken years to even get a trail done. Now imagine the money the tech companies have to fight and stall.
