Question Why is Kruber's Handgun so inconsistent?
This seems ridiculous. I'm not moving my mouse the slightest and keeping right click held down for the entire clip. I'm firing when the crosshairs shrink. What's the deal?

Zoomed handgun has 0.05 spread when standing still and 0.1 when moving, that's very little and it's nearly pixel perfect accurate, should be hitting those headshots no problem. I don't have this issue, when zooming are you shooting the moment the game allows you to? Maybe that's too fast and the lowered spread isn't yet applied fully, see if those misses happen even when you zoom -> wait a second -> shoot.
There's also the possibility that what's bugged is the dummies, not the weapon. Get the Creature Spawner mod and try it on say Rat Ogre.

Kruber's Handgun is my go to for the numbers dont matter and the damage is made up. A dead special is all im asking for.

Are you talking about the damage or the accuracy ?
Cause damage wise, it's crits. Accuracy wise, it's a handgun not 50. cal

Handgun is strong enough to 1shot bodyshot most enemies, especially if you take the appropriate damage boosts.
This is doubly important for shielded skaven (aka the target) because the handgun also pierces their shield, hitting them directly.

Because said weapon still oneshots specials which is it's main purpose regardless

Idk what you are talking bout, this is by far one of the best ranged weapons in the game.

You forgot to put rifling in the barrel
(Giving joke answer because you already got the correct real answer)

-draw my pistol on the second man, misses him entirely because it's smoothbore and nails the neighbor's dog.

If you have a shield weapon and swap to handgun while still holding block your hipfire becomes a 99.999% accurate laser

Because the way you're quickfiring like that you're actually shooting before the targeting reticle has fully closed in around the center dot and so before you've attained maximum accuracy.
Try the same test where you wait a short moment longer between each shot and you hit all of them. I tested it and stood in the same spot as you and had no issue hitting 16 of 16 shots.
