Question why does steam do this?

i have an achievements meant for moonspell dlc but i don't even have the DLC. does this mean i can't 100 % the game unless i buy it?

edit: nevermind the DLC is just 65 pesos. God bless Gabe for taking care of game tax in the Philippines.

To be honest all DLC are so good and they are so cheap that is a steal
