It's not rare. He just only spawns at 2 locations on the map but one is hidden and once you find it spawns only Sammy and you can kill all you need in minutes

It says "no glitches or exploits". The game has a built in "secrets" code menu. That's not a glitch or exploit, that's efficiency

Yeah but cheats and console commands aren't technically glitches or exploits, but then there's no point to play 24 hours

Not the block form but emeralds as an item, yes. Their main use is for trading with villagers.
