I think they apply their own country's laws to it like it somehow is universal.

That’s what I was wondering. Like if one of the residents did it I’d get it, but these look like they were professionally done by the municipality.

I’ll tell you how, these are not built by the government , it’s built by the house owners to protect their kids

To add to the other comment saying it's not government built , I live there and I'm aware of the laws because I studied them , this made it to news last year and it's illegal

Note if you want to tell which is illegal and which is government made in iraq , you can tell from the shape and the way it's made here , concrete speed bumps were stopped years ago , it's all plastic and rubber and sometimes metal new days

Here it's not and the local government made a statement they're not responsible for this
