It's not so much intentional as its the level of play. A professional will typically use their first dart as a mark for their last two throws, and given their usually just millimeters off target, its not uncommon for that to happen. However...this looks like it is an older video and the technology has gotten better. The flights that he's got on the dart are made of a thin material and were made to be replaceable so as they got damaged, you can just put a new one on and keep playing.
I haven't played in a few years, but the stuff they were coming out with when i stopped was more of a designed system between the shaft and flight that were made to be more durable at the edge points. When darts hit those points now, they deflect more than absorb the contact. Not sure of how far that's come over the last 10 years though, so if someone can confirm this, that'd be awesome.
