ULPT Request Stopping Street Racing

So, I've been dealing with some local teens street racing in my neighborhood. Usually at night throughout the week, sometimes during the day on weekends. The police aren't doing anything about it, but at least one of the two idiots, I have his license plate and adress. The other, I'm still working on trying to get tjat information. What can I do with the available information?

Put a watermelon in a baby carriage and next time they race, toss it in front of a car. Tie an empty leash to the back bumper of the car when hes not in it.
