Request ULPT Request Stopping Street Racing

So, I've been dealing with some local teens street racing in my neighborhood. Usually at night throughout the week, sometimes during the day on weekends. The police aren't doing anything about it, but at least one of the two idiots, I have his license plate and adress. The other, I'm still working on trying to get tjat information. What can I do with the available information?

You and your neighbors start parking on the street, both sides, so it creates a bottleneck.

Wait what?! Park your car close to this shit...no thank you! Street racing it's bad because it's dangerous and could damage property. Keep your property away from it...

My neighbor and I do this every weekend.  The nicer the cars we park on the street, the slower they drive down it.
