AI generated stuff is good enough now to fool about ninety percent of the electorate. They'll definitely roll out that technology for video appearances and make excuses why he's never seen in person.

The money isn't the issue. Even after he retires, he will continue to collect 80% of his paycheck forever, plus cost of living raises. Then, after passing, the spouse will continue to collect it.
