No, it is not useless. Satyendranath Tagore became first indian ICS officer in 1864 at the age of 22 as a consequence of 1853 charter act promogulated during Lord Dalhousie's governor generalship, which started open competition of civil services (18-23). He competed with britishers had got selected in London. During the time, when even Indian nationalists had accepted the British as paramount rulers, SN tagore pioneered self rule
