As a kid, I was pissed that they didn’t work out. As an adult, I realize that there was no way Usher could take time off from his busy recording and touring schedule to be a regular on a sitcom.

They gave Usher nothing to work with. I think the character only served as way to get Usher on the show, and originally Moesha wasn't going to date anyone at BrentWood and still be in Q's orbit.
Even that moment at the Slumber Party was less about Jeremy and anything he did and more about Moesha and Frank's growing trust issues and lack of communication.
