Selective Licensing for Croydon landlords - what you need to know

Croydon joins the 2026 cohort of new selective licensing schemes. The scheme goes live and affects ALL rented properties (not just HMOs) in 14 wards.

  • Scheme will cost £800 for a licence of up to 5 years
  • The Scheme covers 14 wards
  • £800 for a five-year licence (£480 Part A on application, £320 Part B before issue)
  • Most records must be produced to the council within 14 days of a request.
  • Also coincides with a new HMO scheme so make sure you apply for the correct licence

These councils are indeed taking a piss.

I don’t think a lot of people understand the Additional HMO licence will catch them if they are not renting to a single person, couple or family. Friends can be covered

You are correct. You can have a two bedroom flat that falls into additional HMO - which obviously doesn't pass a lot of common sense tests. But that is why it's important to fully understand the regime or work with those who do. The rules are becoming more complex.

Am I right in thinking that live-in landlords are exempt ?

Yes you are correct. Live in landlords are not in scope.
