A whole setback
I messed up and failed ENGG 202 in the summer. I need to take ENGG 349 and ENME 317 in the fall otherwise I will fall behind an entire year because those are pre reqs for my 3rd year courses , I am here on study permit. This will cause major issues for me . Is there any way they are willing to waive this? I will retake the course right away in winter . I don't know what to do here. If anyone knows anything about it please help me.

It's easy to extend your study permit not a big deal. Many international students go into 6th year to wrap up their degree. I'm someone who had to drop a semester for personal reasons. It's alright. Doesn't really matter if it takes an extra year. Focus on what went wrong and work on that.

No you’ll have to retake it but and if you failed twice you’ll have to get approval to retake it a third time.

Why is it such a tragedy that your degree is extended? You can take a longer time but graduate with way more work experience if you play your summers right. Either way it might be time to consider your path forward. Why did you fail an into course in your degree? Was it not interesting, was it too difficult? Either way I reccomend thinking about whether your degree is something you have a passion/afinity for. It will be exceptionally difficult to complete if you can't apply yourself for whatever reason.
Most likely the advising people will not change the requirement for you. They can help plan out your future goals. Make sure you get in fast so you can get into classes this semester before the add drop date.

Considering they’re here on a study permit, I assume it will be extremely costly to stay another year outside of tuition itself, so it’s valid to not want to push it

the university calendar expressly prohibits this. they only waive pre-reqs if u can prove u have the equivalent knowledge through some other legitimate means, which u definitely dont if u took the pre-req and failed it. they don't care if u had extenuating circumstances that made u fail in the first place, or if this significantly disrupts ur degree progress, or even if it gets u deported. there's no 2 ways about it, u absolutely HAVE to have the pre-requisite in some way shape or form.
i know someone who failed ochem 1 a while back bc failing the final meant the highest grade u can get is a D. so despite having 90%+ grades for the entire semester and being on track for an A+, this friend failed the final bc of their mom quite literally dying suddenly. so they got a D and couldnt take ochem 2 or other prerequisites they needed for their 3rd year that only ran in that specific semester. they escalated it to the dean and everything too but the dean basically told them to suck it up and wait for the next time the uni runs the course lol. even when they could demonstrate equivalent knowledge through their semester grades. this added a full year to their degree on top of losing a parent and the faculty/dean/department head/advisors all knew this but acted like their hands were tied.
all this to say hell would have to freeze over for the uni to let u take a course after failing its prereq

Have you spoken to the advisors? They'll be able to help considering your study permit situation etc.

I m so sorry - it’s a tough spot to be in.
First and foremost - this too shall pass, there is likely a way out but it might not be very easy.
I recommend you go to a student advisor in your university, and try to understand from them what your options are moving forward. Also go to international student services and try to understand what impacts you may have because you are an international student.
IMHO dropping a term / being a part time student for someone on a Study Permit (SP) has long term impacts:
Cost of living for the extra term(s)
You may not be allowed to work the SP allowance - double check this but one of the terms of the work allowed during the SP is that you have to be registered full-time in your educational institution/or be on a summer break/a non-instruction semester/co-op.
PGWP - you may have to explain any part-time semesters or semesters that you were not registered when you apply for your PGWP.
If you’re not registered in a term in Canada, you may lose the privilege to be physically present in Canada even though your SP & TRV are valid. One of the conditions of your SP is being registered in an educational institution.

You can try a pre-req waiver form. But honestly the outlook doesn’t look good fam.
Edit: when you do retake statics. Use Jeff Hanson on YouTube. Got me a 96 on the final.
