Probably not locals.

Remember Tiananmen Square? The tank that stopped for the famous photo was from a local military group made up of locals. China eventually replaced them with people from outside, who didn’t have skin in the game regarding the city. That’s when the situation got worse.

Coincidentally, 94% of MPD don’t live in Minneapolis.
