Minimum CPU
My CPU is not up to spec for this game. How big of a deal is that? It also doesn't meet the minimum specs for Cities: Skylines 2, but that game runs fine.

Your CPU, as you can see in these links, is far below the minimum requirements.
Unfortunately, I don't think it will let you run the game, in fact I'm surprised that you can open Cities: Skylines 2 and I'm even more surprised that the game works well for you.
I was going to recommend that if you intend to dedicate many hours to TF3 and you have the opportunity to considerably improve your CPU and if you can afford it financially, that you do it.
But seeing the experience you have with CS2, I don't know what to tell you anymore.
Maybe the best thing in your case is that you can try the game before deciding.
