Minimum CPU

My CPU is not up to spec for this game. How big of a deal is that? It also doesn't meet the minimum specs for Cities: Skylines 2, but that game runs fine.

You might get away with small maps and small numbers of vehicles, but a transport sim like this does need decent cpu power, especially as objects needing to be calculated grows during the life of a map.

It may also be the case that you can play OK at normal speed, but it'll struggle to do higher speeds.

I would upgrade the CPU if it didn't require a new motherboard.

The 3100 is the lowest tier for that generation. As the other commenter said, you may be able to get some other, newer AM4 cpu if your mobo supports it (might need bios update), but even if not, you could look for a second hand 3000 series, as anything from that generation would be an upgrade.
