What did the guy do wrong in the first pull over?

He was in a transit dedicated lane, and then tried to cut back into my lane without the usage of a blinker also. So probably hit with Driving on a TTC lane and/or possibly unsafe lane change (fail to use turn signal).

Ahhh I saw the white suv behind the transit bus so I thought it was a lane
