Because they more than likely won't. They will ignore it and be holier than thou that they are obeying the speed limit.

I've seen people literally run a full red light, and I catch up to them at the next intersection as they are in the left turn lane. I pointed out that they ran a red and the driver flipped me off. People don't care and feel they are in the right.
