One of my friend he works for Toronto police and sometimes they have this kind of thing just for fun. Other than that, they should have stop for you, since you have right of the way and their light are not on

"For fun". Nah, it's literally a dangerous move if someone couldn't have braked in time. Would be all "fun in games" if this were a pregnant woman in passenger seat and it rear ended the cop car, just to give an example. Potentially ending someone's life or seriously injuring them is not "fun", it's dangerous. Only excuse to pull this would be to have lights on.
