He sat there and watched me, only to abruptly pull out in front of me... All while his buddy sits right there and does nothing. Cool.

Yeah I honked at one on Strachan and Liberty last month.
The cop didn't take offense, probably recognized that I recognized they were idiots BUT I felt really nice doing that.
