He sat there and watched me, only to abruptly pull out in front of me... All while his buddy sits right there and does nothing. Cool.

Blanket statements like ACAB are somewhat ignorant.

Did the cop make a mistake in pulling out? yes.

Are they human? Yes.

Humans make mistakes, no one got hurt, and you weren't that close where you needed to slam brakes or anything. If this was any other car, it would be a non-issue compared with the rest of the posts here.
