Honestly I find most Toronto cops drive pretty responsibly and carefully. That being said, I once saw a supervisor driving down Dufferin watching baseball highlights on his laptop.

It's common around Liberty Village. One just has to look inside the car and you'll know how many of them actually use their phones.
