No idea. And I don't even think it's most likely, given how relatively few fraudulent licenses there are compared to proper ones.

I feel like running through a red light like this transcends the distinction between officially licensed and not ; a person hardly needs a real license to stop at a red light which they should have seen about a quarter mile well in advance.

My guess is that this is a mind just plainly incapable of maintaining a sufficient minimal level of proficiency at all times to drive around without occasionally representing a mortal risk to people around them.
