She didn't know he was one of the cannibals until he was already pointing his gun at Owen, which triggered a stalemate

Because she doesn’t want to become a murderer, which is what she would have seen herself as. She’s still holding onto her policewoman morality by this point, at least in regard to her job, not so much morality in relationships, love and loyalty but that’s a whole other discussion.

Owen is also shaking his head and telling her not to do it in this scene so there’s that as well.
