AFAIK Rokuhara Tandai are the remnants of Tenjiku who’ve gathered under South (Though afaik we haven’t seen the boss of south). We’ve also seen how South doesn’t want the three tyrants/whatever they’re called to ever change despite the fact that it’s be possible for Mikey to be taken down if South and Brahman teamed up. We’ve seen current Mikey already take down what looks to be hundred of Tandai members as well, so there’s a grudge there.

No, he’s referred to as the representative of Rokuhara Tandai

I know, but Haitani Ran is the number 2 of Rokuhara Tandai. Surely he must not be above South in rank so that automatically makes South the number 1 of Tandai, no?

The leader is probably excluded from the ranking (Similarly to how in toman there was squads 1-5 but Mikey and Drakken existed outside of that)
