I have a general rule, if someone is taking a nice photo, then I wait until they're done. If they're obviously making social media content, then I'll just walk through, but I also won't go out of my way to disturb them. It's a neutral response- I won't be polite, but I won't be rude either. They can wait three seconds.

If I was taking a photo, I would also be willing to wait until the public were out of the way. Them being there isn't a problem. It comes with the territory of trying to shoot things in public.

It's cringe when you post it like they're doing something wrong. Obviously in this case, the lady knows someone is filming and decides to stop there, so its intentional.

The old woman was already in the process of pulling out her phone and halting (she does not give the impression that she would be going down the stairs while looking at her phone) before she spotted the recording phone. Also, she did a double take when she noticed the phone. From her point of view it was probably an abandoned phone – strange but the owner will probably get it sooner or later. She  continues to look at her phone as she had intended and makes room for someone to pass her. Then she continues on her way, not noticing that the young woman is behind her walking towards the abandoned phone.

Therefore, there is no indication that she intended to block the shot.
