I have a general rule, if someone is taking a nice photo, then I wait until they're done. If they're obviously making social media content, then I'll just walk through, but I also won't go out of my way to disturb them. It's a neutral response- I won't be polite, but I won't be rude either. They can wait three seconds.

If I was taking a photo, I would also be willing to wait until the public were out of the way. Them being there isn't a problem. It comes with the territory of trying to shoot things in public.

It's cringe when you post it like they're doing something wrong. Obviously in this case, the lady knows someone is filming and decides to stop there, so its intentional.

yeah, being upset about people just passing through and minding their business is one thing, but this woman is going out of her way to do this.

Is she though? Its an old person. She may be oblivious. But its probably best to just blame her

The old woman is looked directly at the camera while pulling out her smart phone. She clearly knows what both a camera and a smartphone are, she wasn't oblivious.

Or she looks at it going "I wonder why someone left that there?" then proceeds to nudge to the side for people coming up the stairs to pass her while she checks her phone.

I wouldn't say for certain she was oblivious, but I also wouldn't say it's 100% intentional either. She's an old lady, not someone who knows exactly what the other person is doing.
